Congratulations to Richard Gabbert, Cortina Hamilton, Joy Johnson, and Carter Metcalf on their new positions with Onslow County. Friends and colleagues joined each of them for a swearing in ceremony on Monday, July 10, 2023 at the Onslow County Government Center and celebrated their new positions.
Richard Gabbert
Richard Gabbert is Onslow County's new Animal Services Director. This August will be Richard Gabbert’s ten-year anniversary as an employee of Onslow County Animal Services. He has served as both an Animal Control Officer and the Animal Control Manager during this time. He has also temporarily filled numerous positions for Animal Services ranging from Shelter Manager and Interim Director.



Cortina Hamilton
Cortina Hamilton is Onslow County's new Deputy Social Services Director. Cortina graduated from Mount Olive College with a Bachelor’s degree in Criminal Justice. She went on to receive her Master’s Degree in Public Service Leadership with a Specialization in Social and Community Service from Capella University where she graduated with distinction.
Cortina has worked in a variety of roles in child welfare as a Social Worker, Supervisor, and serving as Program Manager over Child Welfare and Adult Services. She also spent two years as an Investigation Consultant with the Division of Child Development and Early Education (DCDEE). After working with DCDEE, Cortina returned Child Welfare in Wayne County where she served as Deputy Director prior to accepting the position with Onslow County.



Joy Johnson
Joy Johnson is Onslow County's new Human Resources Director. Joy has 15 years of experience in Human Resources and has worked in the past for Hyatt, Lowe’s, and IKEA. She has experience in employee relations, workplace safety, recruitment, and a love for people. Joy is excited to support Onslow County employees so they can be at their best and serve citizens with success.

Carter Metcalf
Carter Metcalf is Onslow County's new Planning & Development Director. He graduated Magna Cum Laude from University of North Carolina with a Bachelor’s in Political Science in 2019 and a Master’s in Public Administration with a Concentration in Urban Regional Planner in 2021. Carter has been with the County for almost three years and has obtained both his CZO (Certified Zoning Official) and his CFM (Certified Floodplain Manager).
Prior to becoming Director he served as a Planner and as the County’s liaison for public outreach and strategic partners. He is project lead on the County’s upcoming Comprehensive Plan, Horizon 2040 and during his tenure at the County he has overseen a variety of commercial projects and subdivisions creating 1,000 plus homes in a single-project.
