Consent Agenda: The board unanimously approved a list of budget amendments and past meeting minutes.
Approval of Agenda: Note that the Land Purchase of the former Jacksonville Church was removed from the agenda as the Commissioners elected not to proceed with the consideration of the property.
Rezoning of property owned by Timothy L. and Terry F. Evans on Dawson Cabin Road. Ira Scott Jr submitted a request for rezoning from Residential-8 Manufactured to Community Business. The Board of Commissioners approved unanimously.
Updated Minimum Housing Ordinance; This is a repackaged the current ordinance to comply with new State law. Action: Approved unanimously. Request by Coastal Carolina Community College to carry over $628,381 funds appropriated in a past year to the current year. Action: Approved action. Request by Coastal Carolina Community College for $1,612,100 over two years for the Learning resource Center. Action: The Board tabled the request.
Opioid Settlement: A $26 billion national settlement agreement was reached with several pharmaceutical distributors and Johnson & Johnson that would award funding for Onslow County. As of September 1, 2021, at least 60 local governments have signed on to the MOA. Action: The Board approved entering into the agreement. Tax Software Contract: Onslow County officials have sought a new tax software system. BI-Tek has demonstrated the features desired. The Board unanimously approved the new system for $594,500.
Advancing Equity: The Ten Essential Public Health Services describe the public health activities that all communities should undertake. A new focus on health equity pushes the County to promote policies, systems and overall community conditions that enable optimal health for all. Special funding in the amount of $39,900 has been awarded to Onslow to help with the project. The Commissioners tabled the consideration after a concern about the language.
Foundation for Health Leadership and Innovation Program Participation: The Onslow Health Department was selected to participate in a project focused on Public Health Quality Improvement funded by the Foundation for Health Leadership and Innovation. A $10,000 stipend is being offered. The Board of Commissioners accepted the funding and allowed staff to participate.
Appointment to the Onslow County Jury Commission: The Board of Commissioners approved Deborah T. Barnes to the three-member Jury Commission. The meeting also included comments from the County Manager. Sharon Russell welcomed Jason Jones as the new EMS Director. She indicated $336,000 in FEMA funds owed to the County from Hurricane Florence had been received today. She indicated $996,000 is still owed to the County. She gave a COVID-19 update.
Each Commissioner was also called on for comments. After that, the meeting was adjourned.
