As a result of changes in state land use laws, Onslow County has completed a draft of a new Zoning Ordinance and a Zoning Map. They are scheduled to become effective on July 1, 2021 to meet the state deadline.
Most zoning map changes involve subdivisions which are currently zoned Rural Agriculture (RA). Staff has applied Residential Zoning Districts (R-20, R-15 or R-10) to those neighborhoods in an effort to ensure that the character of the neighborhoods is preserved.
Under the RA Zoning standards, manufactured homes and many businesses are permitted by right. While Homeowner’s Association (HOA) covenants may prohibit these uses, the County does not have the authority to enforce covenants and would be obligated to issue permits for any use that is allowed by the RA zoning standards.
The residential zoning districts only allow site-built and modular homes (no manufactured housing) and no commercial uses other than limited home occupations are permitted. Additionally, a property owner could construct a shed in the front yard by RA requirements.
The Tax Office will NOT revalue any of these properties as a result of the zoning change.
Public Information Workshops will be held on Wednesday, April 28 from 1:00 to 4:00 PM in Room 111 and on Thursday, April 29 from 5:30 to 7:30 pm in the Commissioners’ Chambers. The Onslow County Board of Commissioners has scheduled a public hearing for Monday, May 17 at 6:00 PM. All meetings will be held at the Government Center at 234 NW Corridor Boulevard.
Upon adoption, the proposed effective date for the new map and new ordinance is July 1, 2021.
